I never played it but I think Fallout 76 is supposed to be a Fallout version of Ark or Rust, not Fortnite. It is more about building bases with friends and co-existing with other tribes out there, either through alliances or war. Based on reviews, it never did it as well as others, but if you try to play it like a Fallout game, you will be bored. It is like wanting to try playing pickle ball, but you play by yourself and expect it to be like Volleyball. You will be confused and bored.

I played Jedi Fallen Order when it first came out and I remember there being combat even on the first planet. It was mostly against creatures but I wouldn't say it is all climbing. Even the tutorial had the train part where you had to deal with Stormtroopers.

Is there actually a victory condition in the Civ series that doesn't involve military, cultural, or religious imperialism on top of the space victory condition that appeals to the (end of the) world view of Elon Musk and Vladimir Putin?

There is a diplomatic victory condition, which in my Civ 6 games seems heavily skewed to whomever can befriend the most city-states since they all 'vote' with whomever has the most influence over them. It doesn't negate your point though, as it could be described as just a different flavor of the same course--spread the influence of your nation until it becomes dominant in the world.
