Guilleman is my first guess. They can do movies Pre/during/post Hersey following the OG Star Wars trilogy format.
Horus would be a BOLD choice but I can see Cavill going for it.

It's a great story and Cavill as the petulant rebel is a great heel turn for him.

Yes, Tau is what I was thinking of. My 40k experience is limited to a few lore videos, and somewhere in one of them, I picked up that many were critical of them.

A commissar of some sort would be best I think. Space Marines would be very expensive to do right, and though Amazon has the money, I don't think it'd be the best bet to open with them

I'll be honest and say that it would only work as an ensemble.
I was sort of hoping for the Rogue Trader setting because they could have a mixed race motley bunch.
The xenophobia while an interesting staple of the lore, makes it a niche show.
I was sort of thinking about that a lot yesterday. That the Witcher TV series is really (so far) Ciri's story and it succeeds because of it. So I feel that the WH40K series will work best if it is someone else's story other than Cavill's.
I am looking at what is popular now with a wide audience and I see things like the Walking Dead. That formula could really work too with the WH40K universe. A stranded space marine joins a ragtag bunch of Imperial Guard and a battle sister or inquisitor trying to get off a planet that was supposed to have been Terminatus. Maybe there is another ship on the way or a hulk in orbit that can finish the job.
Ever since Cavill's departure was announced, I've had this lingering thought in my head that they might never make that season 4.
It turns out that they have also committed to a Season 5.
