
I have been out of the game for a few years and am looking to get back to video editing. I am looking at buying a PC to start projects as well as streaming. Any suggestions would be greatly appreciated.
Here are the guidelines I am trying to work within.
-Budget of $1500 (preferably with monitor but may be able to stretch a bit for that)
-Turnkey system built by a reputable company with financing available
-I am reading that the new AMD Ryzen 7 1800 is the best bang for the buck as cpu’s go so I’m thinking along those lines
-16Gb ram, upgradable to 64 or more if possible (this is my first planned upgrade down the road)
-An Adobe recommended GPU.

I am looking to make this purchase before the end of the year and may even be able to take advantage of Black Friday, Cyber Monday, etc... deals.
Obviously with such a tight budget I know this is a challenge, but I know we have some technological and deal savvy geniuses here so I am hopeful.

I don't have a specific system to recommend, but I would suggest that you check out Costco. They have a few systems that meet your specs and are within your price range (before monitor). You can view their website even if you don't have a membership, and might even be able to make a purchase. However, if you don't have a membership, the cost might be worth it if the price is right.
Last October I purchased a CyberpowerPC with an i7 processor, 24GB RAM, 2TB HD, 128 SSD, Nvidia GTX1060 dedicated graphics, and highly expandable for $1,200.
