There has never been a good video game about....

Parenthood.

One of the fundamental experiences of being human, and I can't think of any game that really captures it but can think of multiple novels or films.

I've been waiting for a decent Space Colony sim for a while now. There have been a few good tries, and I guess Outpost(?) was okay like twenty years ago, but I really feel like that's an untapped vein.

I bought Outpost when it came out. It was not a good game.

I got Outpost for free and wanted my money back...

Startopia was pretty good.

I actually liked Outpost a lot, as evidenced by the amount of work I went through to play it again 8 years ago. But I can't argue that it wasn't broken and severely flawed. Even the second game was cool in its own way, although that was a much more typical combat RTS.

I've tried many of the suggested alternatives, but those agent based games just don't have the same scale and gameplay as Outpost. I do have my eye on Surviving Mars. While searching for that game (couldn't remember the game) I also found Imagine Earth, which seems interesting, and Sol 0. Sol0 is a sweet name, looks like a tight and clean indie production, and is $4 for a subject I'm interested in, and it has decent reviews. Yeah, sold.
