While that helps narrow it down, I've had no luck after some cursory listening around with pinning down the exact track.

On a whim, I launched this last night. It's not the worst fighting game I've ever played and I even had some fun with it, thanks to it being pretty weird. Doesn't hold a candle to the better titles of the era though.
In the last image, Not-Hulk-Hogan is crawling away from Not-Rambo after being dazed.

Game is one of the first titles by the Ukrainian developer also responsible for the STALKER series, and the first title in the entire RTS series that's now up to part 3, not including expansions and spinoffs.
I actually imported this back when it was released due to the good reviews, but ultimately ended up regretting the money spent. Imo, it was competent, but had some significant issues.
