Looks like there's only a few bites, so I'll spoiler the answer below.
Perhaps it's a bit more niche than I remembered.
One of my absolute favorite PSX games, though.

I think I remember playing that but I have no idea what game it was!
I legitimately guessed, then cheated and looked it up, so I didn't want to say anything else. It certainly looks like it follows the theme of Desert Strike/Urban Strike back on the Genesis and SNES, which I really enjoyed. But I didn't own a PS1, and never saw it released on PC, so I missed that one entirely.
I remember playing its predecessor Firepower on my friend's Amiga, which would have been close if I could have recalled the name without looking it up. Everything I know about split screen cheating I learned from this game.
