I remember reading somewhere that that's what all the draugr are doing when they aren't trying to kill you. Their main purpose is to maintain the place; eating player characters is just a side gig.
Hah! That takes me back to Assassin’s Creed Origins and Odyssey in which I lit every torch in every tomb! I did so even though I was fully aware that they stop burning after a few minutes. Usually they stop before you return to them so they aren’t even useful as a sign that you’re backtracking. Must. Light. All. Torches.
