There is a walking trail near my office that I walk on during my lunch break. (This one, fwiw)
Today on my walk I found this thing attached to a railing
I'm guessing the "TCCID" on the box is "Town Center (Area) Community Improvement District". Is it a camera? Some sort of counter? I looked but didn't see anything on the other side of the trail that looked like a reflector or receiver (it's just a wooded area). The mix of screwed-in bracket and zip-tie mount is a bit odd.
I'm on the trail most days and I'm pretty sure it wasn't there yesterday. I guess they're measuring... something?

It could be an infrared camera counting people that go by. Getting a number of people that use the path could be part of their decision to build new paths.

Yes to all of the above. The trail (or at least the section I walk) goes under two interstates and a major road and crosses another road, is between a housing project and a office park and goes past a construction site where they are building a bunch of apartments for Kennesaw University. The trail runs along a creek that flows through the area. The place where I took the picture is where it goes under a road; the railing is between the trail and the creek.
The trail was only recently completed; it runs 7 miles from yet another road to the Kennesaw Mountain National Battlefield Park. I guess maybe it's a counter and they are trying to get an idea as to how many people actually use the thing now that it's done?

The roads labeled 401 and 5 are actually Interstates 75 and 575. The grey oval is Town Center Mall near Atlanta. The thing was on a railing near that first road I crossed on the right.

Looks like a microphone, to me. Could serve the dual purpose of monitoring ambient (road noise) sounds, and they can probably get a rough count on usage by (probably software) counting foot-falls or bikes on the gravel(?).
