No, it''s just that his own party won''t let him have one.

By the by, Newt is a member of the Defense Policy Board, a civilian group that advises the Pentagon. It may that Newt is only echoing sentiments that certain officials in the Pentagon aren''t allowed to say. It also wouldn''t be the first time a civie linked with the Administration has maid statements that no official would dare say. Just look at Jim Woolsey.
