Maybe GC figures that the attack power buff changing from 10% to 20% will be enough, especially given that you provide it yourself due to Unleashed Rage. You do have a minor spellpower change, though. Your spells used to benefit from SP, and you got a bonus to your SP equal to 50% of your AP. Now your spells won't benefit from real SP at all, but they'll benefit as if your SP was 55% of your AP. Since you probably don't have SP from horribly many other sources, this might work out to be a minor buff in the end.

That stuff with spellpower is to address the continuing saga with the Enhancement theorycrafting community. They discovered some time back in Wrath that using fast spellpower weapons was as good as, or better than, 2.6 speed melee focused weapons (and that using dual flametongue weapon enchants was better than the intended windfury-flametongue setup. A more recent change during the 4.0-4.1 patch fixed that, when Windfury procs went from a double extra hit to a triple extra hit).

I never really understood the minutia surrounding the spellpower stuff, but this change is implying that the Mental Quickness spellpower thing was the cause, and they're trying to finally fix the problem. It isn't going to affect people who 'geared properly' so I don't consider it a buff at all - GC even said that those shamans geared 'in the proper way' will see no change.

Likely the only buff to enhance coming out of this is the 10-20% AP stuff. That's cool, though.

It wasn't so much Mental Quickness increasing your SP, as SP being a relevant stat at all. If some of your attacks are based on AP and the rest on SP plus a percentage of your AP, there will always be theorycrafters wondering if the massive amount of SP on weapons is worth the physical damage, since the SP bonuses are 1500+ per weapon.

With the Mental Quickness change, shamans with it will use only AP and never SP to determine the damage of their abilities, so stacking SP in any form will be a complete waste and a DPS loss. Elemental and Resto shamans don't use AP for anything, so they would rather stack straight SP anyway. I would imagine skipping Mental Quickness will not be a viable build for Enhance, since the "fake SP" they get from MQ should exceed anything they might get from stacking SP, but I guess time will tell on that one.

Just one of the joys of playing a spec which relies on both physical and magical damage in the same build, I guess. (See also - Paladin: Protection, Retribution)
