It is clear, and they should take the blunt of the blame, that doesn't excuse the fathers negligence. He put the care of his son into the hands of an unlicensed 15 year old. Yes, the event advertised as having licensed & trained people supervising the shooting, but the second the father saw that there was a 15 year old in charge of the part of the range they were in, he should have made sure the 15 year old was qualified.
To use your doctor example, if I take my kid in to the hospital for emergency treatment, and a 15 year old shows up to treat him, I'm going to demand to see his qualifications, and most likely demand a different doctor even if they turn out to be Doogie Howser.

I can't envision a scenario, except the inevitable zombie apocalypse, of course, where an 8 year old would be allowed to use a real gun. What a horrific instance of stupidity. I am so glad our laws allow every free moron (and their children) in the US to carry a firearm.
