To answer your question more directly, Arafat rules by force, not all Palestinians support him and none of them really has a choice. Sharon was voted into office by the people. So, yes, I would say that you can blame the Israeli nation for Sharon''s policies. But, it would be harder to blame the Palestinians for the policies that Arafat supports.
