I visited the official forums and another person had the same problem and was awesome enough to post all the things he tried before it started working:
Deleting a few cars from the garage fixed it!

So I've finished the game. Watched the final credits... and I reloaded my save and am rolling through some more of the activities and I've hit ANOTHER snag.
Tags. On some of the tags it doesn't show the 'solution.' Sometimes you can just keep tapping 'a' and it will work. I've tried leaving it and coming back. Reloading my save. No go. HOWEVER. I had the same issue with one of the Vice King tags and that one worked fine a little bit ago. So I hope it's just a matter of checking it periodically.

This game needs a patch.
And it needs to stop being so much fun so I can stop playing a buggy game!

Aim for the drivers, not the vehicles. If you take out the driver the car just veers off the street and the other occupants of the car refuse to take the wheel and follow you. I was able to finish all but the factory district trafficking missions using only a pistol. The shephard .44 seems best for this tactic, as it can kill the driver with one shot. The GDHC usual takes two or three. The Vice 9 and NR4 needs about half the clip to kill a driver.

A good tactic for the escort missions is just drive on the wrong side of the street on the freeway. The newsvans don't seem smart enough to be able to avoid oncoming traffic. Since the freeway cuts through almost the entire city it's also fairly easy to take care of special requests requiring you to travel to a specific location. Also, for the "air time" requests you can skim over the lane divider three or four times (if you are going fast enough) to complete it.

I'm not so certain that's actually a bug. At least, not a serious one, anyway. Whenever you get a tag like that just tap on of the letter buttons (usually x) three or four times until the tag is completed.

Second post claims that the tag thing IS a bug and that they are looking into it.

At least it's not something that seriously mucks up the game, the tags can still be completed.

Except that I can't. The "press A a lot" thing doesn't work for some of them. It fails after two or three buttons. And Yes, I have iterated through EVERY conceivable combination after those two button presses and it NEVER advances another step. I have 3 tags that I cannot complete as of the last time I played.

You can call your homies?! Jesus, I was getting tired of driving around whistling at purple-shirted people on the sidewalks.

Oh, and enlighten me on how you can ride shotgun. I kept saying to myself, "You know, this would be a lot cooler if I could be the one sitting on the window sill shooting at the Vice Kings instead of this random Saint I picked up.."

Such a great game. I find myself liking it more and more, and I don't know. I could barely keep myself entertained with the GTA III games, yet this is like crack.

I think if you call the Wheel Woman homie, she'll drive for you. I don't know, though. She's always been doing laundry when I've called.

My favorite homies are Samantha, the stripper with pasties and an AK, and the ZOMBIE. Yeah, there's a zombie homie.

The Wheel Woman does drive be she usually goes like 5mph and it takes forever to get anywhere. Plus, there is no way to set waypoints for her so you have to manually say when to make turns. It's a pain...

Pft, screw that. I"ll just drive and fill up my Jeep with brothas. It's much easier, and more cost efficient*.

* "Cost efficient" in this case refers to the money made while grill-plastering random civilians as one barrels down his new sidewalk-highway

I was just wandering the streets yesterday, searching for those last few tags and cd's, when I discovered something interesting. It seems that there is a popular suicide spot just to the east of the Rim Jobs on the border of Factory and Docks districts. I saw someone standing on a cliff overlooking the bay, so I walked up to him with the intention of wacking him with my crowbar, but before I could get withing wacking range the guy yelled something unintelligable and leaped off the cliff into the water, where he floated, face down, for several seconds before disappearing. Most of the time I go back there since then there is someone new on the cliff. Occasionally they drop money or a weapon before they leap.

Suicide is funny.

I attribute the smashing success of this game to the new Saint Row ad banners that GWJ is relentlessy bombadring its viewership. There is simply no escape from them. One can only submit and buy the friggin game.
