Fraps is the best one I know of. There are some freeware programs that attempt to do the same thing but they are not as functional and tend to be more resource intensive.
Yeah, it basically just records the DirectX output of your PC to a video file. You could use it to capture just about anything that strikes your fancy.
Poly, with your avatar, I think you need to stick to comments like that. Maybe toss in a "way to go!" or "you're swell!" or "you betcha!" just to spice it up a little bit.

...or even "You've got radiation poisoning", just to go along with the source.
You can also try GunCam this is more designed for action games, as you can set it to turn on when you hit the trigger (it was developed by a player of WWII Online (currently called Battleround Europe) for use with the game, you are limited by size in the trial, but it stores it as its own internal type of file, which you can then convert in the program to AVi/GIF.
It works pretty well, and you don't have the stupid watermark once you buy it (one of those "made with the demo of Guncam" deals) example

Is Fraps just straight video capture, as in could I record myself typing this message on this board (what a boring video)

Fraps can capture sound too. But I am not sure if that option is only enabled if you pay to get the pro version.
Decisions are just decisions, there are neither "good" or "bad"

Yeah, but if you set off the bomb in Megaton you are rewarded with a parking lot!
