I don't think it says that the behavior is not predictable, just that our knowledge of the initial conditions or the system itself is not precise enough to determine it, so for us it's functionally unpredictable. It does also say that even if we cannot accurately predict a specific outcome in a specific instance, we can still identify trends when given enough non-deterministic results.
