Wow, I literally thought it looked like it could be Killer is Dead based on the Suda51 art style, but wasn't at all sure (since I never played the game), so I didn't bother guessing that. Darn.

I know this game, but can't figure it out yet.

If my memory of the 15 minutes I tolerated that game serves me well, that is E.Y.E. Divine Cybermancy. Sure seemed like a real mess to me, but I've heard people say there's something there.

Also, looks like there is some surrounding ocean. Why no lighthouse?

I looked it up, and this game does in fact have lighthouses.

Well, I initially chose this game because I remembered it having lighthouses, but I didn't have an easy time finding a screenshot of one. You've motivated me to finally find this one, though now that I see the lighthouse again it is a bit underwhelming.

That's Northgard! I think that lighthouse would do more harm than good... by the time a boat has realised what it was it'll have run aground...

Almost certainly Scrap Mechanic, a game my eldest loved to watch a couple years ago but never got into himself.

You are correct, it's Scrap Mechanic! A game I play with my kid occasionally. My vehicle building efforts did improve eventually..
