Yes, though even some of the ones that don't rely on skse also won't work. Apparently even mods that alter existing game files (like video replacers) have run into problems, but not all files replacing mods.
If it has access to the Bethesda mods site through the main menu screen, then all of those should work. The "enable modding" option is meant for mods from other sources, the game should allow mods.bethesda mods without it. The team behind skse is looking into whether they could get it working on the gamepass version, but aren't making any promises.

My understanding is that gear is mostly about
* screen resolution/contrast
* fps
* controller tracking fidelity
I have an oculus quest so it's good enough, but my PC's graphics card is a 960 GTX 2GB from 2015, which can't handle VR resolutions. I can't upgrade my video card because chip shortages are ridiculous, so I'm limited to native oculus games for now unless I want a headache fast.

I played about 1/2 of it on the first generation Oculus Rift. I thought it looked and played great. The biggest issue was that two trackers weren't enough for how much spinning you do.

Entirely, yes.
Assuming your GPU will cut it. My aging 1070 manages it, so it's not a super high bar to clear.

Nice Remote Play Together games sale on steam. I've played a lot of the simpler couch co-op games with my wife and brother in law and they work really well over remote play together.

If you want something a bit more challenging check out Joggernauts. Basically multiplayer coop bit.trip.runner.
There are a lot of beat-em-up style couch coop games, but my wife isn't into those. The above list fall more in the vein of Overcooked and have given us many hours of entertainment during pandemic playing with others over remote play.
If you want a bit more of a cautionary tale I wasn't blown away by Brunch Club, Shakes on a Plane, Abracadabrew or Catastronauts.

It's a technical coop game in the way that Overcooked requires coordination and not just "cooking for fun".

ibb & obb is not on sale but it is one of the best co-op games I've ever played.
Castle Crashers is a great chill beat-em-up.
From the same studio, BattleBlock Theater is a hilarious and relatively hard but not impossible platformer.
Charlie Murder is another great beat-em-up. It has a bit of a dark theme, but it's really fun to play.
Human Fall Flat is my favorite ragdoll physics game, although you'll have to play split screen.
Broforce is ridiculous fun.
Assault Android Cactus is a very good twin stick shooter.

I've yet to find a game where my mediocre skills can carry my littles and everyone has a lot of fun. Nine Parchments came the closest, and even then I needed to drag the spousal unit in to assist on the toughest bosses. She doesn't have a ton of patience for incompetent teammates, so it's not a long-term solution. I may introduce my youngest to rock band next week though.

Edit to update: Showed the game to my Coop buddy and played for a few minutes. We looked at each other and decided to refund. We value our marriage.
One of my favorites. But I've never had a reliable partner that wanted to work puzzles with me. My dad is the only one who seemed to enjoy it as much as me but he's 7 hours away.

I loaded my copy of it for a demo with our Digital Learning Consultants (our media department has couple of Oculus headsets for checkout). A room of six engaged professionals looking for ways to get kids hyped about learning.An absolute blast. I've never been able to duplicate that experience.
