Yes, and yes! It is Neon Struct, and you should go back and play it.

More people should play it - it's a really neat immersive sim/stealth game, and the synth soundtrack is pretty spiffy too.

I see the words "Phantasy Star" in there so I'm accepting it, it's the original one.

Just hearing the music brought back memories, so I guess I must have played a fair bit of it..

Never played the original, but I suspected that's what it was. I looked up screenshots but saw no such overhead town scenes, so I figured that wasn't it.

Also, pikachu cat thing had me a bit hesitant.

Nope. The icons at the top are important.

The developer, up until this point, was known for a very different type of game using this same (their own) engine.

Settlers of Catan meets Tetris?

The Talos Principle? Never played it but Game Maker's Toolkit talked about it some and it looks a lot like that.

This might be a tough one. I spent probably 8-10 years trying to remember it's name (had a shareware copy or something as a kid). Only recently rediscovered it once it got remastered for Switch.
