The texture work isn't late 90's though.

Trauma Center: Under the Knife. I was ok with that game until they introduced the time slowing dynamic that I could never pull off because I apparently can't draw a star well enough.

Well... it's certainly Koei... wild guess, Nobunaga's Ambition? Besides Inindo that's the only other Koei game I can remember the title to.

It's excellent, still one of the best pinball games out there. There's another one named Alien Crush. They originally came out for TurboGrafx-16. I know of a Sega Genesis and Nintendo Wii version too.
It's a toss up which is better.
