Almost certainly the Columbia River Gorge. It's windsurfing mecca.
I used to work in roofing, and when a storm was coming in, we'd be off work, and I'd go windsurfing. I used to dream of going there. But that would be like going from the bunny hill to Val-d'Isere.

Digital cameras also react to infrared.
Try this. Point a digital camera (even the one on your phone) at the business end of a tv remote and push any button. You can clearly see the infrared led in the remote light up on the camera screen.
Normally the effect is washed out but in something putting out a lot of IR it will show up.
