This section of the book is about Charles "Chinese" Gordon who was famously portrayed by Charlton Heston in the 1966 film Khartoum. Gordon died defending the Sudan at Khartoum some years after the incident that is quoted happens. Anyway, to explain a bit: Egypt was in heavy dept to the major European powers, and the entire affair was quite punitive (imagine being conquered by another country, have them build railroads and other infrastructure with their own companies running and profiting these constructions, then force you to pay the immense building costs). At this point, Egypt was paying off the annual seven percent interest on their dept with five sixths of their tax revenue, all while being unable to reduce the principle even the slightest bit.
And if you wonder about that last question in the quoted section: no. Gordon was not politically astute, and managed to distance himself from the British powers in Cairo. He met with no success until he decided to leave and try something else.
