Oblivion Troubleshooting

I've been playing Oblivion for over 100 hours and love the game, but I'm stuck on something:
I cant repair weapons, wait, sleep or fast travel because the screen says enemies are nearby, this has been happening for over an hour straight. How do i stop this from happening. There's nothing to kill?
Are you getting this message in one of the towns, or are being chased by something?
Whenever that would happen to me, I'd just head out for a neighboring town manually. By the time I got there, whatever was "following" me usually had dropped off.
