Xbox Live is a wasteland
When I first joined XBox Live, it wasn't so bad. Occasionally you'd get someone obnoxious but you could just mute them. Usually you'd just get someone calling you a noob from time to time, or better yet, someone shouting Wiener Bomb!
When I started playing Saint's Row online, I noticed a distinct shift. I presumed, optomisticly, that it was just due to the gangsta theme, and that's what was causing everyone to talk all gangsta yo, calling each other bitch and just generally acting like overaggressive douchebags. Now I'm playing Call of Duty 4, and I find myself muting, if not giving a negative review, to at least 2 players per map. While there's a perk in CoD4 that lets you listen in to the enemy team, I was alarmed to notice in one round that, one by one, I had muted THE ENTIRE OPPOSING TEAM. And I wasn't using the perk; they were just that annoying between rounds and respawns. It wasn't that they were speaking Spanish. It was that they were SCREAMING it, and had very obnoxious laughter.
I'm also completely shocked by how many people like to sing. Why do they do this? It's baffling. Usually it's bad rap but I've heard just about everything, even classic oldies.
As a matter of habit and courtesy, I mute my mic when I'm not actually speaking. This was fine for XBox 1 where the headset's connector was robust and had a pushbutton mute, but the new headset has a very flimsy connector and a toggle switch that's prone to shorting out. Periodically I need to take the damn thing apart to get it working again, and even then that only prolongs its life a little. My second one died last night.
OK, just felt like bitching a little. Off we go.

I also have this problem on PC games as well, random servers usually have a few smack talking retards.

Yeah voice and the anonymous internet videogaming crowd don't mix. I'm not sure how it took you until Saint's Row to find that out though. I found that out back in the Xbox days.
Something to be said for the keyboard and pcgaming in that regard.
When it comes to COD4 and the unwashed masses is that it's now the 'THING' to TK everyone just because you can on Hardcore. I have to leave 3 outta 5 rooms due to some moron doing nothing but TK's.
As for the voice i pretty much dont use my headset unless i'm playing with friends. Beyond that its pretty much a waste of time.

Maybe it's because I usually don't get on until late at night after all (or most) of the "kiddies" have gone to bed but I've experienced very few of the negative experiences described here. It's either that or I'm particularly tolerant and I only ever feel the urge to mute someone about one in every 4 sessions (nights played) as opposed to once every 4 games. For reference, I've been mostly playing COD4 these days.
Edit: I was going to suggest that it might be the zone you're in but I see that you're in Recreation the same as me.

When I'm playing COD 4 I really miss that Halo 3 feature that allows you to mute everyone that isn't in your party. It should be standard for all MP games.

This breaks down, though, when all your friends are playing something you don't really care to play. Everyone moved to COD4 and that's that. I sold Halo 3, purchased Mass Effect and Assassin's Creed and I'll be flying solo or playing XBLA games with Goodjers (along with All Pro Football) until either Halo 3 gets popular again or a game I enjoy comes out. I don't blame my friends. It's just the nature of online play. If the pubbies weren't so ridiculous I could have toughed it out playing Halo 3 with them. But they ARE ridiculous, so I'm done playing Halo for now.

In CoD4, the problem is not so much that people are constantly saying angry/hateful things, it's that they are always saying SOMETHING. There's always that one guy who has to comment on every single death, every single kill, every time the game short-changed him, and on and on. When I play solo, I plug in the headset, toss it on the table, and wind the wheel down to mute. When I play with one friend, I happily set up a private chat. When I play with > 1 friend, I suffer.

I hate random Live players. Hell, I'm pissed that they dropped Carcasonne for free the week of Thanksgiving because last time I tried playing multiplayer, it's typically with a bunch of idiotic teenage punks.
Though it did leave me unintentially amused. These kids were trying to exploit the multiplayer for achievements, building a giant city and trying to keep me out of it. Soon as I realized what they were doing, I sabotaged their attempts. Played a second game still in the room with them just to keep messing with them out of some oddly cruel sense of amusement, and wound up stealing the big city from all of them and getting most of the multiplayer achievements in one shot, as well as winning the game.
Generally, I avoid multiplayer online games with anyone other than people on my friends list. Almost every random experience has been a really bad one.
I thought this whole post is the reason we have GWJs. We don't have to play with these people. Also I've had this experience everytime I've played COD, and is the reason I don't play the game.

I've had pretty good luck thus far. I mute maybe two or three people a week, which in the grand scheme of things is a pretty good rate of avoiding assholes. My general beef is the lack of sense players show when playing on a team (hello, snipers playing headquarters), but I suppose that's true of most random collections of people.

Yeah, but there has to be a critical mass of people playing the game you want to play. There are like 7 or 8 Goodjers who (if you ask nicely and they aren't otherwise pre-occupied) will be happy to play Carcassonne, Catan, etc. I really cherish these times. But the big MP games like Halo 3 and COD4 seem to last only so long before they run out of steam and you're forced to move on, play pubbies or resign yourself to a dedicated INSERT GAME HERE night.

That's too bad. So far one of my best experiences on the 360 has been XBLA. In fact, I might go so far as to give Carcassonne and Catan co-GOTY if you really force me to pick. Playing Catan and Carcassonne with Goodjers nudged me into buying the board games. I bought the board games and IMMEDIATELY found people to play with at work. I taught my wife Carcassonne and now she loves it and beats me about 2/3rds of the time. On our vacation, while everyone was getting Carcassonne for free I was teaching it to my mother and father in law (60 and 58). They loved it so much they asked us for a copy for Christmas. We left ours there as a gift and came back to Portland and bought a new one along with some expansions.
Next week I think I'll be learning Al Hambra. Literally those two games have turned me, then my wife into board game geeks. And so much so that we actually get together with friends frequently to play and we play Carcassonne weekly at a restaurant. We get funny looks from the servers when we climb into a quiet booth at the back of Red Robin or the local seafood restaurant, but it's very fun wife/husband bonding time. All made possible by Goodjers and those games.

I've found that each game has it's own unique portion of the a-hole spectrum.
Nothing has ever been as bad as Mechassault was. Splinter Cell players are really antisocial, but not too vitriolic once you get them saying anything. Then you've got Halo, Call of Duty, and Gears type games in the middle.
The potential for competition, bragging rights, and other relatively immature interactions within the game will influence the masses playing it. The possibiliy for an excellent player to lone wolf a victory despite a subpar team would be the biggest agent fostering retardedness. It's not even the lone wolf doing the trash talking, it's the people that want to be that guy.

Yes, of course I've come across some really annoying players on Live. But, I've also had some really awesome experiences. Some night are better than others, for sure.
I tend to play shooters on-line, and there've been some great examples of teamwork from a whole team of random people in Gears, TF2, and CoD4.
I know, I know -- it doesn't sound possible, but it is! So, while there are some jerk-asses out there...plenty, really...I often don't mind testing my luck with the pubtards on occasion.
N.B. I don't play much Halo of any flavor online.

Carc and Catan are two of my favorite 360 games! And prior to the free Carc offer, random Carc multiplayer was actually quite decent.
I've played several times in the late morning or early afternoon recently on weekdays and I've witnessed several confrontations over exactly that. None make me think favorable things about the people that happen to inhabit the same country I do.

When I go into public COD4 matches, I end up muting half the people in there.
The great part of this approach is that when you mute someone, you never have to mute that same person again.
Mute, submit review, rinse, repeat.
